Earn a Master’s or Be Demoted: NBTE’s 5-Year Ultimatum to Polytechnic Lecturers

A Clear Deadline Set by NBTE

The National Board for Technical Education (NBTE) has issued a decisive directive to academic staff in polytechnics and other TVET (Technical and Vocational Education and Training) institutions: obtain a Master’s degree within five years of employment, or be converted to non-teaching staff.

Executive Secretary Prof. Idris Bugaje signed the circular on September 10, 2025, sending it to all rectors and provosts of TVET institutions. Bugaje expressed frustration that many staff members with Bachelor’s degrees or Higher National Diplomas (HND) had not raised their education level despite “years of service.”

What the Policy Requires & Its Immediate Effect

A five-year moratorium has been approved from the date of employment for academic staff to acquire a Master’s degree.

“Any academic staff who fails to acquire a Master’s degree after five years of employment shall be converted from academic staff to non-teaching staff,” the circular states.

This measure takes immediate effect.  Meaning some current lecturers who have already passed the five-year mark may now be at risk.

Motivation: Raising Teaching Standards

Prof. Bugaje made clear that this policy aims to strengthen the quality of technical education. Bugaje emphasizes that it align teaching in polytechnics/TVET institutions with global best practices.

He called on rectors and provosts to implement the directive strictly.  Noting that NBTE will support them in enforcing “quality and professionalism in Nigeria’s technical education sector.” 

Possible Impacts & Concerns

Academic staff who cannot access or finance postgraduate programmes may find themselves demoted or reassigned.

Institutions will need to monitor staff qualification timelines carefully.

There may be resistance from some lecturers or unions. Especially if they view the mandate as harsh or sudden, especially for those already over five years without a Master’s.
